The Private Security Industry Act 2001 outlined a system for the statutory regulation of the private security industry and acted as a catalyst for the development of industry awards. The Security Industry Authority (SIA) was established in 2003 in response to the Act. In February 2007, the Act was enforced in Scotland, making it illegal to work in certain designated roles without a licence.
SIA licensing currently covers manned guarding (which includes security guarding, door supervision, close protection, cash and valuables in transit, and public space surveillance using CCTV) as well as key holding and vehicle immobilising. Licensing ensures that private security operatives are 'fit and proper' persons who are properly trained and qualified to do their job.
Those already employed, or anybody applying to work, in the security industry will need to undertake a course offered by the following organisations that are approved to offer these qualifications. Anybody that holds a security licence will be placed on a public register.
