The Scottish Vocational Qualifications (SVQs) in Business and Administration are designed to equip those working at different levels of business and administration with the skills and knowledge they need to demonstrate competence in their job role.

The SVQ at level 1 is about the candidate very much following expected procedures whilst showing an understanding of why they are doing so. More responsibility is reflected at the higher levels — level 4, for example, focuses on managing areas of work and communication.

These qualifications are available through colleges and training providers.

These qualifications are now in their lapsing period

They will finish on:
Levels 1 & 2: 31.07.2017.
Levels 3: 31.07.2019.

This means that no further entries can be accepted for these qualifications from 01.08.2015

New Business and Administration SVQs

SQA have been successfully re-accredited as an Awarding Body for SVQs in Business and Administration, incorporating incremental changes to Levels 1, 2 and 3 and the Assessment Strategy.
The operational start date of the new SVQs will be 01.08.2015.

SVQ Business and Administration Level 4 (SCQF Level 7) - Behaviours in Management Units

The Level 4 SVQ in Business and Administration contains seven units that are imported from the SVQ Management suite. Due to a recent change in the Management area, the behaviours within these units no longer need to be assessed. Within the Management units available on SVQ Business and Administration webpage, the behaviours are listed as Performance Indicators (PIs) below the title "Behaviours which underpin effective performance". Understanding Standards

New Understanding Standards material has been produced to support delivery of SVQs in Business and Administration.This material is intended to help assessors make valid, reliable and consistent assessment decisions when assessing SVQs in Business and Administration. It contains examples of evidence and assessment decisions supplemented by notes from External Verifiers explaining why they are good, fair or poor practice. Important information: As of 1 September 2016, all SVQs with an established SCQF level no longer include the SVQ level in their titles. Please note that our web pages and documents will gradually be updated over time as the SVQs are reviewed, so may still contain the existing titles. Why deliver this qualification

SVQs in Business and Administration are based on National Occupational Standards developed by the sector skills body for this occupational area, The Council for Administration.

Modern Apprenticeships based on the level 2 and level 3 SVQs are also available.

The SVQs can be offered at any time and do not need to follow the academic session.

Assessment Guidance and candidate recording forms are available to download from SQA’s website.

Who does this qualification suit

SVQs in Business and Administration are designed for people at various levels within business organisations, and are therefore appropriate to many job roles from junior administrators through to office managers.


As with all SQA qualifications, entry is at the discretion of the centre. This is a work-based qualification, therefore candidates should be in a job role which enables them to provide the required evidence in a working environment.


There is some overlap of Units between the different levels of SVQ allowing candidates to progress to other Business and Administration SVQs as their job role develops or changes.

Candidates achieving an SVQ in Business and Administration will have improved employment prospects in the occupational area.


Centres with devolved authority are eligible to seek approval through their own internal approval process.

Centres without devolved authority will have to come forward for approval and should contact the Business Development Team for guidance in completing the combined CA1/SA1 form.

Assessors and verifiers must be able to meet SQA's general requirements as outlined in the guide to approval.

How to assess

Assessment is through performance in the workplace. The majority of assessment will be based on performance evidence and assessed through direct observation of work products.

Holistic assessment — gathering evidence towards more than one Unit in the same assessment occasion — is encouraged.

Assessment Guidance for each level of SVQ provides guidance on the use of simulation in a realistic working environment.

Qualification Structures

These qualifications are now in their lapsing period and will finish on:
Level 1  31.07.2017
Level 2  31.07.2017
Level 3  31.07.2019
Level 4  31.07.2019

Centres should note:
- These qualifications will be deleted from the relevant catalogue.
- The qualifications’ content and delivery tools will remain on SQA’s website until 31.07.2019 at which point they will be removed and archived.
- No new centres may be approved to offer these qualifications from 01.08.2015
- No candidates can be entered for these qualifications from 01.08.2015
- Centres should ensure candidates complete these qualifications and results are submitted
to SQA before:
