Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations (As Amended) – ADR Driver Training Scheme
External Verifier Duties
- To visit training courses and complete reports based on the findings. An External Verifier will be responsible for visiting training providers within a specific geographical area. Due to overlap or commitments of other members of the team, External Verifiers maybe required to make a visit out with their geographical area
- An External Verifier shall have full access to all notified courses via the SQA database. In discussion with the SQA administrators they can manage their own schedule.
- During a verification visit to a training course an External Verifier is seeking to discover if the:
- Standard of training is being applied consistently;
- Syllabus is being adhered to; and
- Time allocations and sequence of training is per a suggested training programme or an approved variation.
- To fulfil this the External Verifier must;
- See the course being conducted
- Examine the course facilities and domestic arrangements
- Have access to staff and written material
- Following a Verification visit the External Verifier may offer informal advice on any matters which may have arisen. The advice must be directly relevant to the standards for training laid out in the Manual of Practice and been offered only to help improve or maintain the standard of training.
- The External Verifier should be able to discuss their findings with the key contact for a particular training provider if available. The External Verifier may impart to this person any problems noted and what the intended recommendations will be.
- The External Verifier will then complete a written report giving their findings and overall grading which will made available to the Training Provider via the ADR online database.
- The External Verifier will be required to re-visit a Training Provider to ensure any recommendations or actions have been followed through following a previous report.
- The External Verifier may visit a Training Provider to verify a particular Instructor, based on previous visits.
- The External Verifier may visit a Training Provider to perform an administration visit. The purpose of this visit is to check a Training Provider’s documentation in support of their approval and also their administrative arrangements. Such documentation should be available for access at all verification visits. If this is not the case it would be necessary for the External Verifier to return to the Training Provider for this purpose.
- The External Verifier will be required to attend meetings or training sessions as required by SQA.
External Verifier – Person Specification
Essential
- At least 5 years experience in the Carriage of Dangerous Goods Industry
- Knowledge of National and International regulations and agreements concerning the Carriage of Dangerous Goods
- At least 5 years experience in the training of adults
Desirable
- Hold a DGSA qualification or equivalent
- Hold a current ADR Driver Training Certificate
- Hold a formal training qualification
- Hold an external audit qualification / at least 5 years experience in an auditing or quality assurance role
Skills and Knowledge
- High level of computer literacy
- Excellent report writing skills
- Excellent verbal and interpersonal skills
- Excellent time management skills – must be able to organise own workload, meet deadlines and prioritise activates.
- Methodical worker with a keen eye for detail able to summarise detailed information
