SVQ Children's Care Learning and Development Levels 2, 3 and 4

The SVQs in Children’s Care, Learning and Development incorporate the national occupational standards and qualification structure identified by Skills for Care and Development — the Sector Skills Council (SSC) for people working in early years, children and young people’s services, and those working in social work and social care for children and adults.

The SVQ Children’s Care, Learning and Development Level 2, is suitable for those working as support workers who have delegated responsibility for providing care and support to children. At this level, candidates are expected to be involved in practical, hands-on activities with children.

The SVQ Children’s Care, Learning and Development Level 3, is suitable for those working as practitioners in early education and childcare. At this level candidates are expected to be involved in meeting the care, support and learning needs of children and contributing to the development and quality assurance of informal learning activities and/or the curriculum.

The SVQ Children’s Care, Learning and Development Level 4, is suitable for those working as managers or lead practitioners in early education and childcare. At this level, candidates are expected to hold responsibilities for the overall development, management and quality assurance of service provision including the supervision of staff and the management of resources.

These qualifications are available through colleges and training providers.

Why deliver this qualification

By 2015, all care staff in Scotland must be trained, assessed and qualified to be registered with the Scottish Social Services Council (SSSC). The SVQs in Children’s Care Learning and Development at levels 2, 3 and 4 provide candidates with relevant knowledge and skills and these qualifications allow candidates to register for support level practitioners and managers.

Who does this qualification suit

This SVQ is designed for those who work with those from 0–16 years in settings or services where the main purpose is children’s care, learning and development.

These qualifications will suit entrants to childcare (level 2). For those who already have experience/qualifications in this field, levels 3 or 4 would be the most appropriate levels to consider.

Access

There are no formal entry requirements. Access is at the discretion of the centre. However, candidates must be at least 16 year of age to start practising. All candidates are required to be in an appropriate job role and/or placement to enable them to gather appropriate evidence of their practice.

Progression

Between the levels is dependent on the job role and level of responsibility.

Approval

Centres will have to come forward for approval and should contact the Business Development Team for guidance in completing the combined CA1/SA1 form.

Assessors and verifiers must be able to meet SQA's general requirements as outlined in the guide to approval.

How to assess

There are a number of methods of assessing evidence which can be used to demonstrate a candidate’s competence. These are:

  • direct observation by the assessor of real work activities
  • a reflective account by the candidate (a detailed description of real work activities)
  • evidence provided by an expert witness (either through observing practice or questioning/professional discussion on a particular area of work)
  • products (usually reports and recordings made by candidates as part of their normal work duties)
  • questioning/professional discussion to clarify observed practice or to assess knowledge
  • witness testimony (a statement or comment by someone who was present while the candidate was carrying out an activity who can confirm that the candidate’s evidence is authentic)
