Why deliver this qualification

The Spectator Safety Level 3 Qualification is aimed at those individuals looking to work in the industry as a steward, marshal, or a ground safety officer for large scale sporting events. There is an increasing demand for occupationally competent stewards due to the popularity of professional sport throughout England including, Football, Rugby, Tennis, Horse Racing, Motor Racing, Cricket, as well as major indoor sports like Ice Hockey and Basketball to name a few.

The mandatory Units within the qualification cover:

  • Preparing Stewards and Venues for Spectator Events
  • Maintaining Stewarding in Designated Areas and Dealing with Spectator Problems and Emergencies
  • Developing Productive Working Relationships with Colleagues
  • Dealing with Accidents and Emergencies

Candidates can then choose 2 optional Units from the following:

  • Support the Efficient Use of Resources
  • Manage Own Resources and Professional Development 
  • Manage Information for Action 
  • Control and Detain People at a Spectator Event for Action by the Police
  • Help to Manage Conflict
  • Work with Others to Improve Customer Service 

Who does this qualification suit

This qualification is suitable for a wide range of candidates over 18 years of age who work, or wish to work within Stewarding at Spectator Events.  It is suitable for senior stewards and supervising stewards monitoring crowds and dealing with problems that arise.  It is also suitable for marshals with responsibility for helping to provide for the health, safety and security of spectators.

The qualification will enable candidates to develop an understanding of the principles and practice of safe, ethical and effective spectator safety stewarding and to confirm competence to the required standard. 

It builds on the skills and knowledge developed in the SQA Level 2 NVQ Certificate in Spectator Safety.  The Level 2 qualification may be more appropriate for stewards who are less experienced, or those who need to develop their knowledge, skills and confidence within this industry.

This qualification is included within the Advanced Spectator Safety framework.  Candidates may wish to do this qualification as part of the Apprenticeship, or on its own.   If candidates complete this qualification as part of the Apprenticeship they will be required to undergo additional training, over and above the core qualification, in areas including employment rights and responsibility and/or English and maths.

They may wish to consider taking this qualification outside of the Apprenticeship framework:

  • to maximise their employment opportunities within this sector, as not all employers offer Apprenticeship places for this particular job role
  • the full Apprenticeship may not be relevant to those who are already in employment but wish to gain recognition and/or certification of their skills
  • if they meet the entry requirements to take the qualification but not those required for the apprenticeship route

Progression

Entry will be at the discretion of the centre, however some candidates may have found it helpful to have already achieved the SQA Level 2 NVQ Certificate in Spectator Safety.

This qualification can lead to a range of jobs, including:

  • Steward
  • Marshall
  • Ground Safety Officer
  • Senior Spectator Safety Steward
  • Steward Supervisor

How to assess

The QCF NVQ Certificate is  designed to be assessed in the workplace, or in conditions of the workplace. Examples of the settings or centres in which the NVQs are likely to be delivered include: sporting arenas, football games, rugby games etc, exhibition.

Candidates must have completed or have substantial experience in Spectator Safety at Level 2.  Candidates must be employed and working at a Supervisory Level.
