The British Council Scotland promotes educational, cultural and technical co-operation between Scotland and other countries. It works towards world-wide partnerships and international understanding.

Education UK Scotland (formerly Scottish Education and Training) is a sector-led British Council Scotland Initiative. The organisation works with institutions to promote opportunities for study in Scotland in overseas markets in order to recruit greater numbers of international students.

CSCSE is a legally registered corporate body affiliated to the Ministry of Education (MoE), People’s Republic of China, specializing in offering a full range of services for international scholarly exchanges, including both Chinese students and scholars going abroad, returning from abroad and international students and scholars coming to study in China.

By providing the services related to the international educational cooperation and exchanging activities, CSCSE has established the partnership with related institutions both at home and abroad.

CSCSE is composed of the following divisions: 1) Studying Abroad Service 2) Passport and Visa Service 3) Returning Scholars 4) Studying in China Service 5) Publicity 6) International Cooperation 7) Investment Consulting 8)Website of CSCSE and Personnel Record Database of Chinese students and scholars studying overseas, etc.

The National Education Examinations Authority of the People’s Republic of China, is an institution directly under the supervision of the Ministry of Education (MoE) and appointed by the MoE to exclusively undertake educational examinations. The State Office of the Self-taught higher education examinations and the Office of the Self-taught higher education examinations of the Ministry of Education were established in 1983; NEEA was founded in 1987. They merged in 1994 and are referred to as the National Education Examinations Authority (NEEA).

NEEA’s functions are to:

  • Participate in the drafting of policies and regulations related to examinations organized by the Ministry of Education (MoE).
  • Carry out the test construction, score analysis and evaluation for the Entrance Examination to Higher Education.
  • Perform duties to self-taught higher education examinations imposed by relevant State Council and MoE regulations.
  • Provide with public tests service, including developing or administering certificate tests, and offering qualifications, etc.
  • Carry out test administration and supervision, including test paper production and distribution, test implementation, scoring, etc.
  • Administer examinations entrusted by overseas examination organizations with authorization from MoE.
  • Carry out research in testing and personnel training, with the purpose of making the national testing profession more diversified and standardised.

SQA and NEEA have recently signed a Cooperation Agreement through which NEEA will administer SQA Foundation programme and HND entrance examinations in PR China and commits both parties to explore further collaboration.

These objectives build on a range of strategic initiatives:

  • Scottish Memorandum of Understanding with Chinese Ministry of Education.

The Memorandum states:

'Both parties believe that technical and vocational education provides an essential contribution to the development of individual chances for life, work and further education, while it also sustains the socio-cultural, economic and technological development of societies. In that spirit, the two countries will collaborate in education and training. With regard to the increasingly closer links between the education and economic sectors, as well as the demand for integration of vocational education and training into mainstream education, both sides encourage their respective educational organisations to carry out collaboration on vocational education qualifications and vocational training courses. Both sides entrust the Chinese Service Centre for Scholarly Exchange under the Chinese Ministry of Education, the China Scholarship Council and the Scottish Qualifications Authority to carry out collaborative projects in this area. Both sides will set up governmental steering groups for this project in order to supervise and co-ordinate the co-operation, as well as to ensure the quality of the programme. Both sides will also discuss detailed measures to carry out collaboration in the field of short-term vocational training.'
