Water Management

The Scottish Vocational Qualification in Water Management has been developed by Cogent (the sector skills council for chemical, pharmaceutical, nuclear, oil and gas, petroleum and polymer industries).

This SVQ develops skills in testing water quality and in deploying relevant water treatment products and services. It provide learners with the skills that they will need for employment and/or further study in the sector.

This qualification is now in it's lapsing period. The SVQ 3 will finish on 31/03/2021. Please refer to the qualification structure section for further information.

Why deliver this qualification

The SVQ 2 and SVQ 3 in Water Management are new courses for the growing water sector and incorporate the National Occupational Standards and qualification structure developed by Cogent. They have been accredited by SQA as Scottish Vocational Qualifications and are awarded by SQA.

These SVQs can be offered at any time as they do not need to follow the academic session.

Employers have provided feedback that the SVQs in Water Management would help to provide the industry with a clear, nationally recognised route for training and accreditation.

These SVQs enable individuals to demonstrate that their work meets relevant British Standards and the codes of practice of both the HSE and the Legionella Control Association.

Who does this qualification suit

This SVQ is suitable for:

  • learners who may have just left school
  • mature candidates who may have been out of education for some time
  • individuals who are currently in employment and who wish to obtain a formal qualification, eg someone in control of premises who needs to understand the health risks associated with legionella
  • people who wish to start their own business
  • employers who wish their employees to obtain short, continuing professional development courses


Entry is at the discretion of the centre. As these are work-based qualifications, learners should be in job roles that enable them to provide the required evidence.


Both SVQs provide opportunities to continue to further vocational or academic qualifications.  These may include (but are not exclusive to) the following:

  • SVQ 3 in Water Industry Operations
  • HNC Water Operations
  • HNC/D in Chemistry, Science or a related discipline
  • PDA Water Operations: Waste Water Processes
  • PDA Water Operations: Drinking Water Processes
  • PDA Water Operations: Water Distribution and Utilisation
  • Qualifications in a related area, including (but not limited to) Health and Safety, Training and Development, Business Improvement Techniques and Supervisory Management
  • Assessor and Verifier Awards
  • Modern Apprenticeships at levels 2 and 3 in Water Treatment Management


The approval of these qualifications is not devolvable to centres.  Centres who would like to
come forward for approval  should contact SQA's Business Development Team for guidance.

Assessors and verifiers must be able to meet SQA's general requirements for technical/occupational competence as outlined in the Guide to Approval.

Qualification Structure

The SVQ level 3 in Water Management at SCQF level 6 consists of 2 mandatory Units and 10 optional Units.

For details of the Units making up the SVQ, please refer to the Qualification Structures.

This qualification is now in its lapsing period and will finish on 31/03/2021. Centres should note:

  • The qualification will be deleted from the relevant catalogue
  • The qualification's content and delivery tools will remain on SQA's website until 31/03/2021 at which point they will be removed and archived
  • No new centres may be approved to offer the qualification
  • No candidates can be entered for the qualification
  • Centres should ensure candidates complete the qualification and results are submitted to SQA before 31/03/2021.

Core Skills signposting

Core Skill mappings are carried out by the SSC responsible for the development of an SVQ. It is a requirement of SQA Accreditation that every SVQ submission includes information on where possible opportunities for candidates to develop Core Skills exist across the mandatory units.

Centres should note that mappings are not audited or validated against the Core Skills framework/units so are not accepted by SQA awarding body as evidence towards achievement of the Core Skills units.
