Objectives

The Level 2 Award for Personal Licence Holders is designed for those who authorise the sale of alcohol, or manage or supervise in premises where alcohol is sold. 

Purpose of this qualification

It is a mandatory requirement of the Licensing Act 2003 that the sale or supply of alcohol from licensed premises must be authorised by a personal licence holder. Individuals who intend to apply for a personal licence must hold a licensing qualification; the Home Secretary has accredited the Level 2 Award for Personal Licence Holders qualification for this purpose.

What does this qualification cover

This qualification covers the areas of the Licensing Act 2003 that anyone who wishes to apply for a personal licence needs to know about, such as:

  • the nature, purpose and period of validity of a personal licence
  • the legal duties of a personal licence holder
  • the roles, responsibilities and functions of licensing authorities
  • the nature and strength of alcohol and the effect on the body
  • the law in relation to premises licences.

Learners must complete a training session before undertaking and passing a 40-question multiple choice exam.

Who does this qualification suit

This qualification is suitable for:

  • licensed premises owners, managers, supervisors or workers who need a qualification to be able to apply for a personal licence or to demonstrate that they meet legislative requirements

Entry to the qualification is at the discretion of the centre. Skills, knowledge understanding or other qualifications required before taking this qualification include:

  • relevant work experience in the licensed trade sector

This qualification is mainly taken by owner-managers of licensed premises and individuals employed or seeking employment as:

  • supervisors or managers of licensed premises
  • bar staff
  • sales personnel in licensed retail outlets

Apprenticeships

This qualification is not currently a component of an apprenticeship.

What approvals are needed

Centres must come forward for approval and should contact SQA’s Business Development Team for guidance.

Assessors and verifiers must be able to meet SQA’s general requirements for technical/occupational competence as outlined in the Systems and Qualification Approval Guide.

Specific Delivery Requirements

Centres interested in offering this qualification will need to have a fully developed online training package that has been mapped to the learning outcomes and assessment criteria detailed in the unit specification. Training packages must be prior-verified by SQA. In addition, prospective centres will need to have access to a test centre network where they can administer an electronic examination under invigilated conditions.
