Information for teachers and lecturers delivering the PDA in Scottish Football Association: Refereeing (GA51 47)

Thank you to everyone who joined us at this year's SQA and Scottish FA annual event on Wednesday 11 September at Hampden Park. We felt it was important to reiterate some of the key messages shared at the event, particularly for anyone who was unable to attend, and to provide answers to some of the questions we received afterwards.

SQA mandatory course documents

You must refer to the following mandatory course documents when delivering the PDA in Scottish Football Association: Refereeing at SCQF level 7. These are available from the SQA website.

Group award specification

The group award specification sets out the structure and aims of the qualification. It contains guidance on entry requirements, and approaches to delivery and assessment.

Unit specifications

Unit specifications are available for both the Scottish FA: Laws of the Game unit (FF2Y 34) and the Scottish FA: Practical Refereeing unit (FF2X 34). These documents contain the evidence requirements for each unit, which you must follow.

They also contain a section called ‘unit support notes’, which provides guidance on approaches to assessment.

You can access these documents from SQA’s online unit search facility.

Where evidence requirements are not met, SQA may withhold certification until this is resolved.

Optional assessment guidance

Optional assessment guidance is available for outcome 2 of the Scottish FA: Practical Refereeing unit (FF2X 34).

Assessment support packs

Assessment support packs for each unit are available on the SQA Secure website. These documents supplement the guidance on approaches to assessment provided in the unit specifications. Each assessment support pack contains an example of assessment that is valid, reliable and practicable, which you can use with your learners.

You can arrange access to the assessment support packs through your SQA co-ordinator. You must treat these documents as confidential and store them securely (for example, in a password-protected folder).

Annual CPD event 2025–26

If you are delivering the PDA in Scottish Football Association: Refereeing, you are required to attend an annual CPD event organised by the Scottish FA, where you will be guided on learning and teaching of the outcomes.

 
 
 
 
 

Appendix: Your questions answered

Questions on Practical Refereeing Unit (FF2X 34) from the event

 

Where do I get access to the assessment of learning outcome 1?     

This assessment is stored on the SQA Secure website. You can arrange access to this assessment through your SQA co-ordinator.

Please note this is a change from previous years.

What is the ‘pass mark’ for learning outcome 1

Candidates must effectively analyse all of the clips supplied by the Scottish FA to achieve this learning outcome. Candidates may be required to resubmit original work which has been revised to take account of earlier weaknesses. 

What incidents should candidates write about when completing the match reports for learning outcome 2?

They should use and label their reports with the clip ID supplied by the Scottish FA for the learning outcome 1 assessment. 

How many reports are required for learning outcome 2?

The optional assessment guidance evidence requirements state that one caution, one ordering off and one match incident report should be completed. This guidance is available from the PDA in Scottish Football Association: Refereeing web page on the SQA website.

Alternatively, centres may choose to use the requirements detailed in the unit specification which requires that two caution, two ordering off and one match incident reports be completed. 

These reports are assessed internally and can be revised and redrafted as part of the process. 

How many fitness tests must candidates complete?

Centres should, as part of good teaching and learning, carry out both a speed and aerobic endurance test. However, centres must retain evidence of candidates achieving the limits set out in the evidence requirements for the aerobic endurance test.

Must candidates be assessed refereeing an 11-a-side game for assessment of learning outcome 4?

Yes.

Will the Scottish FA provide a suitably qualified referee to assess the performance in learning outcome 4?

The unit specification states that the Scottish FA will liaise with centres and candidates to arrange an appointment to an appropriate football match. A suitably qualified referee will supervise to ensure that correct procedures are followed, and to assess performance. 

Centres should contact their Scottish FA Local Authority Representative to try to arrange for a Scottish FA referee to assess their candidates. If you are uncertain who your Local Authority Representative is, please contact referee.sqa@scottishfa.co.uk

Details of the Scottish FA referee used must be recorded in the centre’s quality assurance documentation. 


General questions

What resources will the Scottish FA provide to centres presenting this year?

Centres received three presentations by email:

  2. Laws of the Game support pack
  3. Refereeing - Beginners Guide

If a teacher gets approval at school A but then moves to school B, can they deliver the PDA in the new school?

 No – the centre is granted approval, not the delivering teacher.
