Street Works

SQA offers a complete suite of Street Works qualifications for operatives and supervisors working on the roads/highways (reference to the unit specifications can be seen below). These Street Works qualifications meet the requirements of the New Roads and Street Works Act 1991 (NRSW) - opens a new tab which requires work involving the installation, renewal, maintenance and inspection of underground apparatus in the highway to be under the control of competent persons who are in possession of a valid Street Works card.

18 May 2021 - Frequently asked questions and new content for implementing from 1 June

New versions of the Street Works assessments will be available before the 1 June deadline for switching to online assessment

The SQA SOLAR team will carry out the switchover on Sunday 30 May. To assist with this, we ask that you do not schedule any online assessments from Saturday 29 May until after the switchover has completed

All centres will be able to resume scheduling assessments as normal from 6.00 pm on Sunday 30 May.

12 March 2021 - Update from HAUC UK on adapted and remote assessments

SQA has received an official update from HAUC UK for the attention of all Street Works centres:

This is accompanied by an addendum to the Street Works assessment strategy, which outlines the arrangements that can be put in place to support assessment during exceptional circumstances (such as local and national lockdowns):

It is not currently possible to remotely invigilate the knowledge assessment using SOLAR. However, we are working with our supplier to introduce this functionality to SOLAR and will provide a further update on this as soon as possible. In the meantime, please continue current arrangements for invigilation of knowledge assessments. 

If a centre has the appropriate technology, it can choose to remotely invigilate Street Works practical assessments using SQA's general guidance for centres on remote invigilation of assessments, which is available from the SQA website - opens a new tab.

This guidance does not apply to Street Works assessments specifically, though it may be helpful to refer to this guidance when considering options for remote invigilation of the practical assessment.

22 January 2021 - Revised deadline for online assessment of Street Works qualifications

HAUC UK has advised the previous deadline of 2 March 2021, for moving to online assessment of Street Works qualifications, has now been extended to 1 June 2021 to give centres more time to prepare for this change.

The change to online assessment applies to all Street Works qualifications.

From 1 June 2021, you can no longer use paper-based assessments. However, results for those papers can continue to be accepted up until 14 June 2021.

SOLAR - opens a new tab is SQA's free online e-assessment system which is used to deliver tests on a range of devices. If your centre still needs to register with SOLAR, please speak to your Account Manager in the first instance.

We updated SOLAR, our digital assessment system, to improve the process of entering and resulting candidates for Street Works qualifications in September 2023.

This applies to the initial assessment units and reassessment units listed below.

In SOLAR, the Street Works assessments are available as standard (HTML) and legacy (Flash) versions. Please follow the steps below, noting the differences between the standard (HTML) and legacy (Flash) versions.

Guidance for standard (HTML) version

  • Entries: Please enter candidate details once, on SQA Connect, rather than entering them on both SOLAR and SQA Connect. The details will then automatically transfer to SOLAR. Please note, you may need to wait up to an hour for updated candidate details to display on SOLAR.
  • Initial Assessments: The initial assessment units listed below are assessed using a SOLAR assessment and a practical assessment. For this reason, results for the SOLAR assessment will not automatically pass to SQA Connect. Please enter results for these units manually on SQA Connect – Candidate Services when both assessments are completed, as per the current process.
  • Reassessments: For the reassessment units below, the results will automatically pass to SQA Connect once the candidate has completed the reassessment, without the need for any further input from you.

Guidance for legacy (Flash) version

  • Entries: Please enter candidate details once, on SQA Connect, rather than entering them on both SOLAR and SQA Connect. The details will then automatically transfer to SOLAR. Please note, you may need to wait up to an hour for updated candidate details to display on SOLAR. You will have to associate the candidate with the Street Works Initial Assessments or Street Works Re-assessments, as per the current process.
  • For both the initial assessment units and reassessment units below, you will still need to check results on SOLAR and input to SQA Connect as is the current process.

Changes to SOLAR access

We will provide you with access to the standard (HTML) versions of Street Works Initial Assessments and/or Street Works Re-assessments, depending on which qualifications you have approval for, if you do not already have access to these. This will be completed by Wednesday 13 September.

The standard (HTML) assessments work on multiple devices including Windows laptops/desktops, iPads, Chromebooks, and tablets.

If you no longer require access to the legacy (Flash) version of Street Works Initial Assessments or Street Works Re-assessments, please contact the Digital Services Support Helpdesk at DAS.Helpdesk@sqa.org.uk and we will remove these from your account.

Enhanced quality assurance arrangements for Street Works qualifications

Due to requirements in HAUCs assessment strategy, SQA is implementing additional enhanced quality assurance arrangements from 2 May 2022 for centres delivering Street Works qualifications.

Centres offering these qualifications have a particular responsibility for the administration and conduct of assessments for the following reasons:

  • Centres are acting as agents of SQA and are responsible for ensuring that SQA rules regarding the conduct of assessments are applied consistently and fairly.
  • Centres must make sure that, where the candidates are not known to the invigilator or supervisor, sufficient identity/security checks are carried out prior to the examination/assessment to ensure the candidate is who they say they are.

Centres delivering assessments for these qualifications must advise SQA a minimum of 5 working days prior to the assessment taking place by completing this form .

It is essential that you include the specific time that the assessment is taking place.  No candidate information is required when completing the form.

Assessments can only take place if SQA has been notified. Failure to notify us could result in sanctions being imposed on your centre.

We reserve the right to undertake unannounced activity to ensure assessments take place in line with qualification requirements.
