A copy of all communication between the SQA and the Scottish Government regarding the recent review into Higher History marking

Please see requested information attached. Please note that the names and identifying information of SQA staff below Head of Service level and non-SQA staff have been removed under section 38 (1)(b) as this is considered personal information.
One draft response on page 4 in FOI24/25 00 Aggregated Emails has been redacted. While our aim is to provide information whenever possible, in this instance, the information is exempt under section 30 (b)(ii) of the Act, as disclosure would be likely to the free and frank exchange of views for the purposes of deliberation.
We recognise that there will be an interest in disclosing information as part of being an open, transparent and accountable public body, and to inform public debate. However, there is also a public interest in knowing that the information provided is correct. As we know the draft response to contain incorrect information, leaving it in will cause confusion and call into question the accuracy of information we provide. Disclosing information may cause ‘chilling effect’ in future, by inhibiting future internal discussions and exchange of views/opinions. If, for any future PMQs, contributors are aware that the draft information and comments they provide will be made public there is a significant risk that they will not contribute in the open and transparent way that is required. The information in its correct version is publicly available, and can be found here. Releasing inaccurate information will not increase result in increased transparency and openness surrounding decision making.
Having considered the public interest, we have concluded that the public interest in maintaining the exemption outweighs the public interest in disclosing the requested information.
