Information requested
Under the Freedom of Information (Scotland) Act 2002, I am requesting the following information:
1. The number of senior and leadership staff from the Scottish Qualifications Authority who transitioned into equivalent roles within Qualifications Scotland.
2. Documents outlining structural changes (including changes in operation and leadership) between the Scottish Qualifications Authority and Qualifications Scotland.
3. The total number of responses received from teachers or school staff during consultations on the reform between January 2022 and December 2025.
4. Documents, reports, or summaries outlining how consultation from teachers influenced final decisions on the structural changes in the transition from the Scottish Qualifications Authority to Qualifications Scotland
Response
On 1 February 2026, all staff transferred from their posts in SQA to the same posts in Qualifications Scotland in line with TUPE (Transfer of Undertakings Protection of Employment) legislation. Since then, a smaller Corporate Leadership Team function has replaced the previous Executive Management Team structure. Further information is contained within the attached documents.
When a public authority does not hold information, it should inform the applicant.
For requests 3 and 4, the Scottish Government was responsible for replacing SQA with Qualifications Scotland and introduced the relevant legislation to the Scottish Parliament. Any formal consultations on this were taken forward by the Scottish Government and Scottish Parliament.
