Please treat this as a request for recorded information under the Freedom of Information (Scotland) Act 2002.

This request concerns VTCT, including VTCT Skills, VTCT ITEC and any entity within the VTCT group, and qualifications relating to aesthetics, injectable treatments and non-surgical cosmetic procedures in Scotland.

It also concerns Annex 1 released by the Scottish Government with FOI response 202600523109 dated 14 July 2026, in which VTCT criteria are repeatedly identified in relation to procedures and proposed SCQF levels.

Please provide:

1. All correspondence, emails, meeting records, minutes and notes between Qualifications Scotland, including records inherited from SQA or SQA Accreditation, and VTCT from 1 January 2019 to the date of this request concerning aesthetics, injectable treatments, non-surgical cosmetic procedures, qualification development, qualification accreditation, assessment criteria or SCQF levels.
2. Any recorded information concerning the VTCT ITEC Level 7 Diploma in Clinical Aesthetic Injectable Treatments, including its accreditation or regulatory status, its entry requirements, its intended practitioner group and any assessment of restrictions limiting entry to registered healthcare professionals.
3. Any recorded information about VTCT expressing interest in developing, adapting, accrediting, awarding or delivering qualifications for the Scottish market in this sector, including qualifications at SCQF Levels 7 to 11.
4. All recorded information received from or sent to the Scottish Government referring to VTCT in connection with training, competency or qualification requirements for non-surgical procedures, the Non-surgical Procedures and Functions of Medical Reviewers (Scotland) Act 2026, its implementation or secondary legislation.
5. Any recorded information received from or sent to the Joint Council for Cosmetic Practitioners or the Cosmetic Practice Standards Authority concerning VTCT, the JCCP Competency Framework, clinical aesthetic injectable qualifications or qualification entry requirements.
6. Any recorded equality, accessibility, competition or market-access assessment concerning qualification entry requirements that exclude independent aesthetic practitioners who do not hold statutory healthcare registration.
7. Any recorded information concerning the process by which awarding organisations may be considered, consulted or selected to develop future qualifications connected with the 2026 Act, including safeguards intended to ensure that the process is open, transparent and non-exclusive.

We have no recorded information as the Act does not currently make provision for qualification requirements. The Scottish Government are quoted as saying in a response to a Freedom of Information request “note that no decisions have been made on training and qualification requirement.”
