Please treat this as a request for recorded information under the Freedom of Information (Scotland) Act 2002.

This request concerns VTCT, formerly the Vocational Training Charitable Trust, any company or body within the VTCT Group, and qualifications relating to aesthetics, injectable treatments and non-surgical cosmetic procedures.

Please provide the following recorded information held from 1 January 2019 to the date of this request:

1. All correspondence, meeting records, briefing documents, submissions and notes of discussions between Qualifications Scotland, including its accreditation function and predecessor bodies, and VTCT or any company or body within the VTCT Group concerning qualifications in aesthetics, injectable treatments or non-surgical cosmetic procedures.
2. Any recorded information concerning VTCT expressing an interest in developing, adapting, accrediting or offering qualifications for the Scottish market in this sector, including qualifications mapped at SCQF Levels 7 to 11.
3. Any recorded information received from, sent to or discussed with the Scottish Government referring to VTCT in connection with training, qualification or competency requirements for non-surgical procedures.
4. Any recorded information concerning the VTCT Level 7 Diploma in Clinical Aesthetic Injectable Treatments, the JCCP Competency Framework, JCCP approval of VTCT qualifications or restrictions limiting access to registered healthcare professionals.
5. Any recorded assessment or consideration of whether qualification entry requirements based upon statutory healthcare registration, professional title or practitioner category are compatible with applicable accreditation requirements, qualification principles, equality duties or fair access expectations.
6. Any correspondence or meeting records involving Qualifications Scotland, VTCT and any of the following bodies concerning relevant qualifications:

a. the Joint Council for Cosmetic Practitioners;

b. the Cosmetic Practice Standards Authority;

c. the Scottish Government;

d. Healthcare Improvement Scotland; or

e. Ofqual.

7. Any recorded information identifying awarding organisations currently being considered, consulted or engaged in relation to future statutory qualification requirements under the Non-surgical Procedures and Functions of Medical Reviewers (Scotland) Act 2026 or its secondary legislation.
