This policy sets out the principles and procedures that we follow when we need to revise and/or correct statistical publications on our website.

We produce official statistics in line with the Code of Practice for Official Statistics 3.0 (‘Code 3.0’ or ‘the Code’).

Standard 3, Practice 9 of the Code states: ‘Release revisions and corrections of errors transparently, as soon as possible in line with the organisation’s published policy, being clear about the nature and scale of change’.

Revisions

There are two categories of revisions:

  • expected, scheduled revisions in December every year

  • additional revisions necessary because of new information or ways of analysing data

Scheduled revisions

Qualifications Scotland publishes attainment statistics on results day in August every year. While these are provisional figures of national attainment, they can be a useful early indication of trends. We publish a revised summary of national attainment every December, once post-results services and procedures - including appeals and malpractice - are complete.

We mark August data as ‘provisional’ so that the people using them are aware the data will change in December. It is important to make the distinction so that people don’t mix provisional and final attainment statistics.

Additional revisions

As well as the December revisions, we sometimes revise data when we change the methods or systems to improve statistical accuracy. We schedule these revisions according to priority and let users know through our website.

Occasionally, we might discover something that needs to be revised immediately. If we do, we let people know as soon as possible through our website.

When we revise data, we:

  • clearly mark whether our published statistics are based on provisional or final data (our schedule sets out publication dates up to a year in advance, but with a minimum four weeks’ notice)

  • give clear notice of additional revisions, and detail the reasons for them and likely impacts, as appropriate

  • consult users before making any changes that would affect statistics or publications (for example, methodology changes) where possible

  • produce consistent historical data to ensure robustness, and avoid breaking any published time series, where feasible, in cases of revisions to methodology, coverage, or data

If it’s feasible and appropriate, we’ll consider archiving and replacing previous versions of publications, and data tables containing unrevised figures. At a minimum, we clearly mark unrevised figures, and include a link to the revised figures.

Corrections

Corrections are a result of errors and they are different to revisions. Despite our rigorous quality control procedures, errors sometimes happen, and we look to correct them as soon as possible. Corrections can extend from a guidance note to users, to the removal, archiving and re-publishing of a publication.

In practice, corrections fall into one of two categories:

  • corrections that do not alter a user’s interpretation of the statistics.

  • corrections that alter a user’s interpretation of the statistics.

We prioritise corrections according to the scale of error and the potential impact on the interpretation of the statistics in question. We:

  • make minor corrections as soon as possible, where the resources needed aren’t greater than user benefits.

  • note any corrections on our website and in the publication, detailing the nature, reasons for, and impacts of any corrections made

  • review and, if appropriate, amend policies and procedures to minimise any risk of such errors reoccuring

Compliance

The head of profession (our head of data and analytics) has the final decision on any action necessary to comply with these procedures.
